The intense struggle for affordable housing in Naples has reached another critical juncture.
A proposal to rezone a 9.5-acre agricultural property in East Naples for a new apartment complex has officially gained unanimous approval.
Collier County commissioners signed off on the 92-unit multifamily development, located at 8928 Collier Boulevard, north of Hacienda Lakes Parkway.
Of those new homes, 28 are specifically reserved for income-restricted and workforce housing, a move aimed directly at the local housing crisis.
The project, led by developer Bonita Flores 1 LLC, is situated in a rapidly growing area that includes a recently approved Costco.
However, the decision served as a flashpoint for the larger conversation about development in the region.
Some officials voiced concern about increasing density under the banner of affordable housing.
Commissioner Chris Hall warned against being “duped” into approving large market-rate projects with only a small portion dedicated to affordability.
This highlights the difficult balancing act between encouraging new construction and ensuring it serves the community’s most urgent needs.
With tens of thousands of local households considered “unaffordable,” the pressure for solutions is immense.
Following discussions with county staff, the developer increased the number of affordable units, targeting residents earning 80% and 100% of the area's median income.
